the PVSA outlaws entire business models. You can’t run a one-way family cruise from New York to Port Canaveral as a theme park vacation kickoff. You can’t offer foliage-season cruises from Baltimore to Portland, Maine. Even a closed-loop Miami–Key West–New Orleans-Miami trip is illegal.
This is fascinating. I had no idea. We've actually been looking at some Great Lakes cruises lately, which are a thing. They all include stops at Canadian ports of course, which must be legally necessary (a practical one, too, in my view).
